FounderAbout Heather Mallard
Heather Mallard, BA, CVRP-TSA, ICVE, CCVE, RVP, is a vocational rehabilitation consultant who focuses on empowering individuals and organizations through evidence‑based practice and tailored support. Drawing on more than a decade of experience in employment support (job readiness and workforce‑preparation workshops, career‑focused group interventions, school‑to‑work transition support, job development, job‑search training, and skill development), approximately 300 evaluations, and program development, evaluation, and management, she brings a strong blend of vocational assessment, program design, and career counselling expertise to complex employment challenges.
Grounded in feminist and multicultural counselling, Heather prioritizes inclusive, trauma‑informed practice and has extensive experience with marginalized groups, including people with intellectual disabilities, individuals experiencing homelessness, Indigenous communities, women in the VAW/GBV sectors, older adults, and people living with addictions and mental health conditions. Her work focuses on addressing systemic barriers and creating practical pathways to meaningful, sustainable employment.

As a consultant, Heather uses data‑driven insights and stakeholder feedback to align services with labour‑market trends and equity‑focused mandates, whether supporting individuals, organizations, or legal professionals. She serves as a peer reviewer for the College of Vocational Rehabilitation Professionals (CVRP), supervises candidates pursuing credentialing, and is an active member of the Vocational Rehabilitation Association (VRA), including service on the MentorConnect committee. She is also a member in good standing with the Canadian Assessment, Vocational Evaluation, and Work Adjustment Society (CAVEWAS) and the Vocational Evaluation and Career Assessment Professionals (VECAP) organization.

Vocational Evaluation & Career Assessment Professionals
VECAP is a nonprofit 501(c)6 organization originally founded in 1967 to promote the professions and services of vocational evaluation and work adjustment. Formerly known as the Vocational Evaluation and Work Adjustment Association (VEWAA), the name was changed in 2003 to better reflect the focus of the organization as well as emphasize the independent status of the organization. This group has no affiliation with the National Rehabilitation Association (NRA) or the NRA/VEWAA.
